Module Scope
Does the council conduct local government elections, manage council employees and comply with councillor conduct and code of conduct obligations under local government legislation?
Does the council develop and maintain appropriate governance systems, delegations, and integrity framework, and enforce local laws through approvals and compliance actions?
Does the council ensure honesty, integrity, and disclosure of interests among councillors and staff?
Does the council ensure compliance with access to information, privacy, and public accountability obligations?
Module Application
The Governance, Administration and Integrity module assists councils to:
- Comply with electoral processes, councillor conduct rules, and councillor administration under local government legislation.
- Adopt and review policies (including model codes), and administer local laws via approvals and enforcement.
- Address transparency and accountability through policy development, inquiries and reviews, and privacy and access to information frameworks.
- Maintain integrity through declaration of interests and conflicts, misconduct reporting, and coordination with the Office of Local Government, NSW Ombudsman and Independent Commission Against Corruption (ICAC).
This module applies to general managers, governance teams, councillors, and compliance officers responsible for ensuring that councils operate within the framework of good governance, transparency, and ethical conduct.
Non-compliance may result in invalid elections, councillor suspension, civil penalties, ICAC investigations, ministerial intervention, or reputational damage to the council and its officers.
